EC Opens Applications for Special Voting Ahead of December Elections

The Electoral Commission (EC) has opened applications for special voting for eligible institutions and individuals. This special voting will take place on Monday, December 2, 2024. Applications must be submitted by July 1.

Special voting is not automatic; qualified individuals must apply. This will occur in all 276 constituencies, with voters casting ballots in their registered constituencies.

Special voting is allowed under Regulation 3(1) of Constitutional Instrument (CI) 127. Voters who can’t be present on election day due to election duties can apply to the returning officer in their constituency to vote early. This applies to military, police, Immigration Service, Customs, Prisons, Fire Service, polling officers, EC staff, and media.

Special voters must be registered in the constituency where they wish to vote. Their names will be removed from the regular voting list to prevent double-voting. EC Chairperson Jean Mensa stated that strict measures are in place to maintain the integrity of the process.

Special voting centres will be at district police headquarters. If more than 750 voters are assigned to one centre, another will be designated. Applicants must apply directly to their constituency’s Returning Officer, bringing a letter from their institution or a list of applicants from their institution. This list must include names, Voter ID numbers, and Polling Station Codes.

Applicants must apply in person and can replace lost Voter ID cards during the application process to provide correct details.
